Anatomy of a Rights Path

What is a "Rights Path" ? It's a booklet on Aboriginal Human Rights .

but to me it's;

The address that a single entity (individual, organization, service, bot) can use to access data that has been made available to them that is under another entities authority. A Rights Path is a cross between an 'ability' and a data query. It's a query that only one specific entity can execute.
